Hi, First of all Welcome to DogChihuahuas. Im sure you will love it here, now getting back to the dillema you have, from reading your post you appear very caring, loving and so if you decide to have her with you, she will have the attention and nerturing that chihuahuas do like, and i would say personally they are a peoples dog, rather then an outside yard dog and lonely perhaps.
I would say though if she comes with you in an apartment do make sure its safe, if there are like balconys etc. Also regular outings for walks would be appreciated as well, but all in all i think in time the adjustment can go smoothly, and just plenty of love and attention, she should be fine.
I hope this has been of some help, and maybe the other members here have experienced the same thing and will pass on there advice too.
